Christian Clason 5d290a2a75 fix(wasm): regenerate stdlib with wasm-opt 
Problem: Output of `cargo xtask build-wasm-stdlib` depends on whether
`wasm-opt` is installed (since `clang` will use it by default if it
finds it).

Solution: Install it and rerun the xtask.
